OEC Main Office, Battambang Province

Project title:    HIV/AIDS Capacity and Drug use Prevention, supported by KHANA

Positions:        - Assistant Project Manager:      1 position

                            - Field officer:                                    1 position

Location:        Battambang

Working fields:  District of Battambang, Sangker and Banan

Operations Enfantsdu Cambodge (OEC) in Battambangis an organization not-for-profit, non-governmental, not to be part of, or controlled by government or an intergovernmental agency, and not affiliated with any political party.  OEC works to save and protect the rights of children, focusing principally on having the poor children, children with disabilities, orphans and vulnerable children affected by HIV/AIDS, children of landmine survivors and children addicted drug users, enjoyed equal opportunity to succeed their basic rights.

1-Responsibilities of Assistant Project Manager

The assistant project manager as a couple members, he/she will assist the project manager in participatory management to:

  • Create and execute project work plans and revise as appropriate to meet changing needs and requirements of the situations;
  • Identifies resources needed and assign individual responsibilities;
  • Manage day-to-day operational aspects of the project and scope;
  • Prepare financial request, financial clearance/liquidation and periodic report writing; 
  • Make improvements, solve problems, or take corrective action when problems arise
  • Give presentations or briefings on all aspects of the project
  • Review deliverables prepared by team, and test all training aids, before exercising operations in the field
  • Effectively apply democratic governance and respect vision and mission of OEC in compliant with donors or funding organization’s agreement
  • Prepare for engagement reviews and quality assurance procedures
  • Minimize exposure and risk on project
  • Ensure project documents are complete, current, and stored appropriately
  • Useinterpersonal Skills - Show understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develop and maintain effective relationship with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relate well to people from varied backgrounds and different situations; be sensitive to cultural diversity, race, gender, disabilities, and other individual difference
  • Evaluate project outcome, impact and collect feedback for next strategically planning

The Assistant Project Manager may have some assigned specific jobs depending on common decision with his/her project manager.

Requirement:

  • Knowledge of Universal Declaration of Human Rights, Convention on the rights of the child (CRC), preventive measure against HIV/AIDS;effect of drug, treatment and prevention of drug abuse; reproductive health;
  • Leadership quality and human communication skills.
  • Knowledge of child learning and adult learning is preferable.
  • Understand and able to record and report in simple English
  • Computer literate and Honest

2-Routine Key Responsibilities of Field Officer

  • Participate in all activities organized by project team either in office or in the fields;
  • Map clients in designated geographical areas of assignment;
  • Write monthly, quarterly, semester and annual reports
  • Visit clients at home or at group work for conducting education and counseling clients on Voluntary Counseling and Testing (VCT), or Voluntary Counseling and Confidential Testing (VCCT);
  • Advice clients on seeking professional medical help;
  • Deliver sanitation materials to clients’ homes or at drug distribution points;
  • Facilitate the setting up of peer support groups in the community and participate in the group meeting;
  • Referring complex counseling issues to qualified counselors
  • In close coordination with project team, develop monthly work plans and translate these into weekly and daily activity plans. These should be in harmony with the broader project implementation plan and timelines;
  • Work closely with health facility teams to ensure that referral and client follow up systems are functional;
  • Undertake any other duties assigned by the project manager.

Requirement:

·         Have demonstrated a high degree of initiative, flexibility and reliability;

·         Have excellent oral and written communication skills, networking, planning skills;

·         Ability to influence, mobilize and provide recommendations;

·         Computer literate

·         Honest
