OEC ACHIEVEMENT IN 2011
In 2011, OEC conducted 12 projects as below listed: |

The project “Socio-Economic Reintegration of Landmine People Survivors” supported by Adopt-A-Minefield (AAM) has been operated in MaungRussey, Sompovloun, Somlot, Bovel, RatanakMondul, Kohkralor districts of Battambang province, Pailin province and Malai district of BanteayMeanchey province.
The principal purposes are to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all landmine victim survivors, through actions of emergency and pre-hospital care, hospital assistance, physical rehabilitation and socio-economic reintegration of mine victims started from 2004 up to present time. |

The project “IMPROVING QUALITY OF LIFE FOR PEOPLE WITH DISABILITIES” corresponding to the purpose of the SvenskaPostkodStiftelsen is to promote a sustainable development for two main areas, nature and the environment, and people's living conditions. The main activities are to develop economic situation of the landmine victim survivors (life skills, technical and vocational knowledge, small business management, financial plan and balance, way to choose professional business adapted to geographical condition.
The project was operating in three communes, Sdao, AndoekHeb and Treing of RathanakMondol district, Battambang province. |

The project “Inclusive Education for Children with Disabilities” supported by Australian Red Cross, operating in Kamrieng district, Battambang province, has had its main activities to provide school materials to CWDs and children of PWDs, facilitating their regular learning. Additionally the project built 12 ramps facilitating their move, organized home based classes conducted by contracted teachers for the ones impossible to attend public school. The project team conducted awareness campaign to strengthen children right, responsibilities of parents, teachers and community members in protecting and developing personalities of CWDs with observance of law on persons with disabilities. Depending on urgent need, the team referred CWDs to emergency hospital or rehabilitation center, or to surgery. They then got physical rehabilitation, or prosthesis. To develop thinking, expressing, and analytical power with active participation, the project team created child club, shaped with discussion on goal, objectives, function and activities in cooperation with CCWC. |

A tri-joining donor composed of BICE International Catholic Child Bureau, MISEREOR IHR HILFSWERK and Kinder MISSIONSERK agreed supporting OEC in the achievement of the project "SMILING CAMBODIAN CHILDREN", operating in Sihanouk Ville, for a period of 15months, starting from October 2011 with respective partial financial contribution.
The general objectives are to promote welfare of children by preventing children from child sexual abuse, exploitation and violence and supporting their recovery. For this end the project team decided forming 3 child friendly spaces (CFS), successively in KohThmei, Ma Ou and Kilo11 villages, reinforced by 6 child-clubs, 6 non-formal classes to eliminate discrimination in education and 6 parents associations (PA) in order to develop good parenting, duties of parents toward children and vice versa to succeed child protection. |

The project “Towards Sustainable Income Generation Activities for Landmine Victims” has been supported by European Community (EC) from 1st April 2008 to 31 December 2010 and then resuming activities from 1st March 2011 to 31 August 2013. The main activities are to improve livelihood of the beneficiaries through generating income activities, hygiene and sanitation education,
management of small business, financial planning with techniques identifying market requirement, including house reparation, construction of latrine, taking care of pregnancy and referring the concerned to medical center for rehabilitation or medical clearance. |

The project “Children with Disabilities”, becoming actually “Children Without Appropriate Care”, supported by Save the Children has its principal purpose to promote the full enjoyment by children with disabilities of all human rights and fundamental freedom on an equal basis with other children, especially the right to access to education and to development. The project played a stimulating role joining community members and children with disabilities to participate in economic, social, and cultural of their community, leading the whole community together for prevention and protection campaigning against all forms of exploitation and neglect that can cause disabilities, a lost for families and society |

The project “HIV/AIDS and Drug USE Prevention” supported by USAID and Global Fund through KHANA from 2006 up to present time, has presently been operating in Tuol Ta Ek commune of Battambang city, in Chheu Teal and Phnom Sampeou commune of Banan district, Battambang province.
The strategic objectives are to improve quality and accessibility of integrated services for the prevention of illicit drug use related HIV/AIDS harms, to develop, strengthen and improve national understanding and response to HIV/AIDS and illicit drug use, and to improve the quality and accessibility of comprehensive illicit drug, use treatment incorporating HIV prevention. the project team encouraged the targeted people in referring them to voluntarily use testing services, through voluntary counseling and testing (VCT), or voluntary counseling and confidential testing service (VCCT).

Schmitz Stiftungen has supported the project “Improving Education and Health care of the poor children and children of family affected by HIV/AIDS”. In 2011, the project was operating in three communes of Sangker district (Roka, RangkerSey and Tapon communes). The main activities are to provide children in primary and secondary schools with school facilities, uniforms, food supply, medical clearance fee and remedial course fee for some weak students to gain learning equalization with their classmates including organization of vegetal garden to initiate children in agricultural development |

ILO/IPEC has supported the project “Toward the elimination of Child Labor in Brick Factory Sector and in other fields” permitting OEC to operate in Sangker and MaungRussey, district of Battambang province, from 1st October 2010 to 31 March 2012. The principal purpose has to eliminate worst forms of forced labors for schooling and vocational training and to promote equal access to good quality of education without discrimination. The main activities focused on provision of learning material, conducting awareness campaign on the rights of children, clarifying the role of parents, teachers and community members in protecting and developing children with great attention to eliminating all forms of commercial, sexual exploitation and discrimination based on social status.

OEC stars running Smiling family Program (SFP) from 01 February 2007, supported by Global Fund Round 5 through FHI Cambodia. The project worked with military families and civilian families living around military barracks, in the view of reducing the HIV vulnerabilities of high-risk families, increasing the accurate knowledge and strengthening the capacity of military families in 5th Region. The principal objectives were to ensure the accessibility and promotion of using condoms, increasing the number of military couples accessing health services, increasing the capacity of peer educators (PE) and peer facilitators (PF) to provide quality of sexual health education. The project focused on strengthening the response to Sexually Transmitted Infection, increasing access to and use of STI services; encouraging and promoting voluntary counseling and testing for HIV (VCT) and voluntary counseling and confidential testing services (VCCT) to strengthen gender equality.
The project was working actively in collaboration with the Headquarter of military 5th region, operating in military positions of Battambang (MR 5, Air-Protection, Whole brigade 53) and BanteayMeanchey (Whole Brigade 51, Whole Sub-BMC), and Border-Battalion 503 (Platoon 2 and 5) spreading large impact on 50 villages of 30 commune in 8 district around the military.
The five-year project took its End Date on 31 August 2011.However, majority of the 5th region commanders wish to have it extended to Pursatand Pailin province.

UNICEF supported the project “Home Care Based and School Integration for Children with Disabilities”from January 2001 to December 2010.From 10 January 2001 to 31 December 2010 operating in SampeouLoun, Phnom Proek, Kamrieng district, Battambang province; Malai district, BanteayMeanchey Province; AnlongVeng, TrapaingPrasat district, UddorMeanchey province, Rovieng district of PreahVihear province and Pailin municipality. Afterward a short interruption occurred due to changing working policy. Finally UNICEF refers OEC to work directly in harmonious coordication with National CBR.
In consequence, OEC got “Contract Agreement” from the National CBR, commonly signed on June 2011 to 31 May 2012 allowing OEC to operate in the scope of CBR in Pailin and PreahVihear, focusing mainly on “Home Care Based and School Integration for children with Disabilities” to promote equal access to education and development, and to eliminate discrimination in education.

Friends International supports the project “Improving Equality of Opportunity and Outcome of Cambodian children” run by OEC for a 3 year-term, starting from November 2011. The project has planned focusing its three-year operations respectively in the following districts:
- Year 1: district KohKralor and RukkhaKiri (5 communes); - Year 2: extending into district of Bovel and SampeouLoun (6 new communes, in addition to 5 in year 1) and - Year 3, extending to district of Kamrieng and Phnom Proek (6 new communes, in addition to 11 communes in year 1 and 2), wherein17 Parents Associations and 17 Child Clubs will be established with strong link to District/Commune authorities and CCWCs for general mobilization to protect children from all forms of abuse and exploitation.
